SANDTON, SOUTH AFRICA, FEBRUARY 26, 2011
The SADC Mediator, His Excellency Joacquim Alberto Chissano, former President of
the Republic of Mozambique, within the framework of efforts aimed at finding a way out
of the crisis in Madagascar, met with His Excellency Marc Ravalomanana, Leader of the
Mouvance Ravalomanana in Sandton, the Republic of South Africa on 26 February
2011 .
The Sandton Meeting was a follow up to an earlier meeting between the SA DC
Mediator and the leader of the Mouvance Ravalomanana held in Maputo, the Republic
of Mozambique on 22 February 2011.
During the Sandton meeting His Excellency Marc Ravalomanana reiterated his total
confidence in the SADC Mediator and the entire Mediation Process and expressed his
commitment and disposition to work closely with the SADC Mediator towards finding a
durable solution to the crisis in Madagascar
The SADC Mediator and the leader of the Mouvance Ravalomanana agreed on and
emphasized the need to encourage the continuation of the Malgacho-Malgache
Dialogue and called upon all stakeholders, Mouvances and other political entities to
express their intention to participate in the process to end the crisis in Madagascar
within the context of the road map proposed by the SADC Mediator. They emphasized
that the signing of the declaration of participation does not necessarily mean the signing
of the proposed Road map. To strengthen the democratic process they also
emphasized the necessity of having a genuine neutral, consensual, inclusive transition
that will pave the way for free, fair and credible elections with a view to restoring
constitutional normalcy.
During the Sandton meeting the SADC Mediator and the leader of the Mouvance
Ravalomanana had a telephone conversation with the leader of Mouvance Zafy and
clarified a number of issues and in particular the difference between the signing of the
declaration expressing interest to participate in the negotiations and the signing of the
proposed road map.
After the telephone conversation the SADC Mediator informed that President Albert
Zafy confirmed to the SADC Mediator the intention of his Mouvance to fully participate
in the road map negotiations towards the restoration of constitutional normalcy in
Madagascar.

Le Médiateur de la SADC, Son Excellence Joacquim Alberto Chissano, ancien Président de la République de Mozambique, dans le cadre des efforts visant à trouver une solution à la crise à Madagascar, a rencontré Son Excellence Marc Ravalomanana, Chef de file de la Mouvance Ravalomanana à Sandton, Afrique du Sud, le 26 février 2011.
La Réunion de Sandton fait suite à celle qui s’est tenue à Maputo, Mozambique, le 22 février 2011, entre le Médiateur de la SADC et le Chef de file de la Mouvance Ravalomanana.
Pendant la réunion de Sandton, Son Excellence Marc Ravalomanana a réitéré sa totale confiance au Médiateur de la SADC et au processus de la Médiation, il a exprimé son engagement et sa disposition à travailler en étroite collaboration avec le Médiateur de la SADC pour trouver une solution durable à la crise au Madagascar.
En parfait accord, Le Médiateur de la SADC et le Chef de file de la Mouvance Ravalomanana ont souligné la nécessité d'encourager la continuation du Dialogue Malgacho-Malgache et ont exhorté toutes les parties prenantes, Mouvances et autres entités politiques à exprimer leur intention de participer au processus afin de mettre un terme à la crise à Madagascar dans le contexte de la feuille de route proposée par le Médiateur de la SADC. Ils ont souligné que la signature de la déclaration de participation ne signifie pas nécessairement la signature de la feuille de route proposée. Dans le but de renforcer le processus démocratique, ils ont aussi souligné la nécessité d'avoir une vraie transition neutre, consensuelle et inclusive qui ouvrira la voie aux élections libres, justes et crédibles visant à restaurer la normalité constitutionnelle.
Au cours de la réunion de Sandton, le Médiateur de la SADC et le Chef de file de la Mouvance Ravalomanana ont eu une conversation téléphonique avec le Chef de file de la Mouvance Zafy et ont clarifié plusieurs points, en particulier la différence entre la signature de la déclaration qui exprime l'intérêt pour participer aux négociations et la signature de la feuille de route proposée.
Après la conversation téléphonique le Médiateur de la SADC a fait savoir que le Président Albert Zafy a confirmé au Médiateur de la SADC l'intention de sa Mouvance à participer entièrement aux négociations concernant la feuille de route en vue de la restauration de la normalité constitutionnelle à Madagascar.
Le Chef de file de la Mouvance Ravalomanana a donné des directives à son Équipe de Médiation pour participer entièrement aux négociations concernant la feuille de route. Il a aussi exprimé le souhait qu’au terme des négociations concernant la feuille de route, un sommet des Chefs de file des Mouvances, des chefs d'entités politiques majeures et autres parties prenantes qui ont participé aux négociations puisse être convoqué, en accord avec les parties prenantes, en un lieu accepté par consensus pour la signature de la version définitive de la feuille de route.
Le Médiateur de la SADC et le Chef de file de la Mouvance Ravalomanana ont souligné qu’après la signature de l’accord final par les Chefs de file des Mouvances, les chefs des partis politiques majeurs et autres parties prenantes qui ont participé aux négociations concernant la feuille de route, tous les points discutés dans la feuille de route devraient être mis en oeuvre comme il convient.
